Ever-Clich茅: Who should I cosplay as?

Okay, so here it is. My local cosplay convention is in less than 2 months, and I really hate procrastinating this long for a costume. Here is some criteria:

-Female

-Tall (around 5' 8")

-Average to Athletic build

-Average weight (i.e. not a skinny twig, but not particularly or noticably bulky)

-Medium to Dark brown hair, shoulder length

-Medium blue eyes

-Not exactly pale, more of a yellow-ish complexion, but I'm expecting a slight tan after spring break :D

There are also some restrictions for what I cosplay as:

-I dislike mini skirts. There are countless anime girls who I could go as, but 98% of them wear some form of school uniform that I just don't feel comfortable in (really limits my options).

-I have a severely limited budget, PLUS I need extra spending money for the convention itself. Buying off the internet is tough because they normally charge over $100 for outfits.

I also would like to KNOW the character before deciding, so list the series it's from. I'm excited to know!

you can do Rukia from Bleach, but she has black hair.. and is short but the outfit is a black robe with a sword!

you can be sae from peach girl, she usually wears a uniform but over the vacations she changes it up.

Rose from fullmetal alchemist also has brown hair with pink in the front shes pretty cool.
